Well, I've noticed that some sclohos have stronger study abroad programs than others in that they encourage students more/have more students that take it on. However, I think it's pretty universal that colleges want you to be a good/serious student to use the program. I'd say to look at the school websites and/or ask admissions, because I'm sure that even if you weren't in the honors program, but kept up your grades and had a good attitude, they'd be happy to help you study abroad :]
